Why Mr. Evans?
The Knox County jail has become a default housing facility for people with mental illness. The sheriff estimates that 1 in 4 people in our jail suffer with severe mental illness. This is inhumane and costly.
Leon Evans recently retired as President and CEO of the The Center for Health Care Services in Bexar County, TX. Working with stakeholders in an effort spearheaded by a local judge, Mr. Evans oversaw a dramatic system change in the county mental health care system. This effort resulted in a 2/3 decrease in the jail population and an 88% decrease in homelessness, and it saves Bexar County millions of dollars annually. Mr. Evans speaks nationally about improving system design and treatment services for people with mental illness and has worked with communities across the country to improve and build successful systems of care.
